The most fundamental hallmark of social policy has been, and continues to be, the practical activity that contributes to meeting the subsistence and social needs of in-dividuals, families or social groups. The satisfaction of these needs is accomplished through caring and predictive-planning activities. As an important tool of social pol-icy, social work uses the ‘human image’. However, a serious problem in modern so-ciety is that this “human image” is generally inconsistent. Because of the truth about man, politics is closely linked to morality, which liberates the good and allows it to be identified. Therefore, as an integral part of politics, social policy must strive for the proper identification and realisation of the common good, referring to freedom, justice and peace.en
